44-FZ and 223-FZ technical specifications matched to product, reestr and law.
Problem
A Russian government or enterprise tender specification has to be precise enough to exclude weaker competitors and loose enough not to exclude the bidder, and it has to cite the right КТРУ codes, reestr status and GOST standards without contradicting them.
What we built
A specialist team (product owner, technical writer, fact-checker, SpinetiX product specialist, Russian procurement-law specialist, QA and an adversarial red-team reviewer) drafts the ТЗ from a template library of 44-FZ and 223-FZ formats, datasheets and foreign-software justification letters, checked against a knowledge base of product specs, reestr status and competitor positioning. A wizard in the partner portal generates the same documents by SKU, vertical, competitor or tender.
Result
The template and knowledge-base library for 44-FZ and 223-FZ specifications is in place, and the self-service wizard that produces a ready-to-upload zakupki.gov.ru document runs inside the group's registration application.
